If he’s British, just contact the british embassy here in USA, request the paperwork, pay some money & there shouldn’t be any problems. It takes about 3 months. If he’s an american citizen, wouldn’t it be easier to just get a tourist visa, marry when you’re there, then apply for an extension. Just a thought. You can go to the immigration website and ask about the process and how long it all takes.
